How many months should I aim for?

Three months of essentials is the usual starting target. Six is safer if your income is variable, you are self employed, or you are the only earner. There is no single right answer.

Should I build this before paying off debt?

Most guidance says get a small buffer first, around one month, then attack high-interest debt, then come back and finish the fund. Without any buffer, the next surprise goes straight back on the card.

Where should the money sit?

Somewhere you can reach within a day or two and where the balance does not move: a separate savings account. Not invested, and not in the account you spend from.
